This is an important bill for bike paths. Years ago I was trying to obtain an easement from a property owner who told a story about a snow machine running into the back of his truck on his property. The owner was sued and lost a significant sum of money. This led to a lot of discussion on liability that the project was ultimately not able to overcome.
